Bend an open loop into thin ( 0.02" ) stainless wire, at one end only.
Actually I'm not sure about the diameter. I Googled up a Canadian lure making website and ordered the thinnest wire they sold

Put a swivel into a standard vise, facing right-to-left for a right-handed tier.
Mount a rotary vise (like this Nor) approximately 10" to the left of the first vise,
this time facing left-to-right.
Hook the loop in the wire into the loop-end of the swivel.
Tighten the other end of the wire into the jaws of the rotary vise.
Now--if you spin the rotary--the length of the wire spins too.
Now rub some wax onto the wire
