Danny, I saw a book on stich a sew boat building at Barnes and Noble in Union Park (SLC) They had a small section on this problem, if it is the same as yours, where the fiberglass cloth started to come through the paint in dimble pattern. They attributed it to using dark paint and the heat in generates. They said it would not effect the integrity of the boat only the cosmetics. Don't know if it is the same problem because I am assuming you have not painted the boat but I thought I would pass it along.
