Cleaning gunwales on dory

Dory has been stored inside for a few months and there are a number of black specs all over the oak gunwales. Is there an easy way to clean up the brightwork without having to sandpaper all of the oak?
Tried sanding a small area and it looks like it will be a lot of work. Black is in low lying areas of the wood grain.

You could try washing with rag and acetone. Then more oil.

Red oak does have a tendency to turn black after being wet--which is why white oak is generally considered a better boat building wood. Not sure which one you used.

It is white oak to the best of my knowledge.
